| 摘 要： | 高新技术企业是知识产权服务创新驱动的生力军,实施创新驱动发展战略要紧紧抓住高新技术企业这个“牛鼻子”。自主知识产权是高新技术企业创新能力重要体现,“抓高新技术企业”的重点应该以自主知识产权为抓手,高新技术企业的知识产权创造需要知识产权管理与服务的支撑,文章基于问卷调研和现场走访,认为高新技术企业在知识产权在管理与服务存在供给不足的问题,包括知识产权制度存缺陷、管理部门履行职能和服务不到位、中介服务机构综合能力弱、政策的合力有待提升等,从而认为应该从管理与服务的供给的主体出发,通过提升外部的知识产权管理与服务水平管理与服务,形成政策合力,共同推动高新技术企业的知识产权服务创新驱动向纵深发展。

Innovative research on intellectual property management and service in high-tech enterprises |

| Abstract: | High-tech enterprises are the new forces driven by the innovation of intellectual property service, and the implementation of innovation driven development strategy should be firmly grasped by the "bull nose" of high-tech enterprises. The independent intellectual property right is an important embodiment of high-tech enterprises innovation ability. The emphasis of "grasping high-tech enterprises" should be based on independent intellectual property rights. High-tech enterprises intellectual property right creation needs the support of intellectual property management and service. Based on questionnaire survey and field visit, the article thinks that the high-tech enterprises is insufficient in the management and service of knowledge production right. The problem, including the defects of the intellectual property system, the poor performance of the management department and the poor service, the weak comprehensive ability of the intermediary service institutions and the improvement of the resultant force of the policy, should be considered from the main body of the supply of management and service, and the management and service of the external intellectual property management and service level should be promoted. We should work together to push forward the development of intellectual property service innovation and drive in depth. |
