| 摘 要： | 《国家中长期科学和技术发展规划纲要(2006—2020年)》明确提出到2020年中国建成创新型国家的战略目标;党的十九大报告明确提出加快建设创新型国家的战略任务。基于国家创新体系理论分析框架,分析创新型国家建设特征,指出中国在创新型国家建设中依然存在的不平衡不充分问题,并提出相关政策建议。

Research on the Evaluation of Innovative Country Construction Process in China |

| Abstract: | The outline of the national medium and long term science and technology program for development (2006-2020) which was released in 2006 clearly put forward the strategic goal of building an innovative country by 2020. The report of the 19th CPC National Congress clearly put forward the strategic task of "accelerating the construction of an innovative country". Through National Innovation System theory, this paper analyzes the achievements of the innovative country construction, points out the imbalanced and incomplete characteristics in the construction of the innovative country. Based on the above analysis, the relevant policy suggestions are put forward. |
