财政支农支出、农业FDI对农业科技进步的影响研究*

摘    要:在剖析财政支农支出和农业FDI影响农业科技进步的理论基础上,以我国13个省级单位2000-2013年数据为例,同时运用OLS回归方法和分位数回归方法,实证财政支农支出和农业FDI对农业科技进步的影响。结果发现:财政支农支出和农业FDI是影响农业科技进步的关键因素,农业科研活动科研人员投入量、农村金融发展水平(结构、规模和效率)、农村固定资产投资投入量和农业人力资本水平也都会影响农业科技进步。同时,还发现:在不同的分位点下,财政支农支出和农业FDI对农业科技进步的影响是存在差异的,财政支农支出和农业FDI的变化对农业科技进步快的省级单位的影响要高于农业科技进步低的省份;农业科研活动科研人员投入量、农村固定资产投资投入量对农业科技进步的影响不受分位点变化的影响,而农村金融发展水平(结构、规模和效率)、农业人力资本水平对农业科技进步的影响则受分位点变化的影响。

The Influence from Fiscal Expenditure and Agricultural FDI to Agricultural Science and Technology
Abstract:Based on the theoretical mechanism from fiscal expenditure and agricultural FDI to agricultural science and technology, this paper has analyzed the influence from fiscal expenditure and agricultural FDI to agricultural science and technology, used the data of 13 provincial units from 2000 to 2013 by OLS regression and quantile regression. The result is that fiscal expenditure and agricultural FDI are the key factors to the agricultural science and technology, and the researcher input, the level of rural financial development, including its structure, size and efficiency, the rural investment of fixed asset and agricultural level of human capital are related to the agricultural science and technology. At the same time, the difference exists in the different sub-site, and the province has a bigger influence from the change of fiscal expenditure and agricultural FDI, which has a faster agricultural science and technology. The influence from researcher input and the rural investment of fixed asset to agricultural science and technology is stable in any sub-site, and the influence from the level of rural financial development, including its structure, size and efficiency, and agricultural level of human capital is changed in different sub-site.
