| 摘 要： | 政策间的有效协同有助于充分发挥产业政策体系对产业发展的促进作用。文章针对生物医药产业的特性，利用战略地图思维工具确定产业发展目标及战略实现的路径，为产业政策系统的逻辑划分提供依据；并结合系统动力学分析方法，明确政策子系统中各战略要素，对各子系统政策的协同作用机制进行系统分析。认为中国生物医药产业政策的制定与实施要始终依托于产业发展的目标与战略，政策间的综合作用与相互协调应受到监管者的足够重视。此外，应认识到只有产业自身的动力要素才能带动其发展的良性循环，政府过于直接的干预可能会带来长期的负面影响。

Research on Mechanism of Bio pharmaceutical industrial policy Coordination from the perspective of Strategy maps:Based on System Dynamics |

| Abstract: | This paper firstly determined the path to achieve bio pharmaceutical industrial development objectives and strategy using strategic map thinking tools. And then analysed the synergy mechanism of industrial policy in four parts. This paper believe that the the formulation and implementation of the industy policy should rely on the demand of industial development, and the policy makers need to pay more attention to the comprehensive effect of different policy. In addition, the government should avoid intervening market directly due to the law of market operation. |
