| 摘 要： | 社会主义新农村建设必须以农民为主体,但农民作为主体有认识、行为和体制制约三个方面的障碍因素。要充分发挥农民的主体地位,必须做到:改革涉农制度,建立农民权益的保护机制;采取切实措施,增加农民收入;不断增强和提高农民的综合素质。

| Abstract: | We must regard farmers as the main body of building new socialist rural,but the farmers have three constraining factors: knowledge,behaviour and institutional obstacles.To give full play to the dominant position of the farmers we must do : reform the agriculture-related system;establish themechanisms for the protection of their interests;take effective measures to increase the income of peasants;and improve their overall quality constantly. |
