| 摘 要： | 科学发展观把以人为本作为核心,有着深刻的时代基础和理论背景.以人为本,就是要始终把实现好、维护好、发展好最广大人民的根本利益作为党和国家一切工作的出发点和落脚点,做到发展为了人民;就是要坚持人民在建设中国特色社会主义事业中的主体地位和首创精神,做到发展依靠人民;就是要走共同富裕道路,做到发展成果由人民共享."发展为了人民、发展依靠人民、发展成果由人民共享"构成了以人为本的完整内容.
