| 摘 要： | 正确认识依法行政的时代内涵及价值取向对推进依法行政具有重要意义。依法行政要做到"法治行政"与"国际行政"、"控权行政"与"保权行政"、"维权行政"与"民主行政"、"责任行政"与"服务行政"、"程序行政"与"阳光行政"的结合与统一。实现依法行政要树立法律至上意识,提高执法人员的素质,完善行政立法,规范行政执法,强化司法审查。

| Abstract: | A correct understanding of the times connotation and ualue onientation of legal administration is of vital significance to promete egal adminstration.Legal administration is to make an appropriate combination of legal ruling and administration with international administration,contralled administration,and poaer maintenance administration,and service administration, procedural administration and light administration .To achieve these goals, we can consummate administration law, standardize administrating rules, depend the reform of managing system of administration, enforce the administration responsibility and strengthen the judicial check on administration. |
