| 摘 要： | 以生态环境建设为主体的新林业发展战略,可以表述为:适应时代的要求,以环境与发展为主题,从我国林业的实际出发,以满足社会多种需求为目的,以可持续发展理论为指导,以森林资源全面经营为基础,以突出生态环境效益,综合发挥生态、经济和社会三大效益为目标,以科教兴林为动力,以建立林业的大经营、大流通、大财经体系为重点,以分类、分区、分块经营和重点工程建设为途径,以系统协同为关键,实现我国林业的跨越式发展。

| Abstract: | The strategy for the new forestry development with the construction of ecological environment as the mainstay can be stated as follows: Environment and development can be determined as its theme to fit in with the needs of the times; to start from the current situation in forestry sector to meet various demands of the society is the aim; the theory of sustainable development is the guideline; overall management of forest reserves is the basis; to comprehensively give full play to the three benefits of ecology, economy and society with the stress on the benefit of ecological environment is the goal; to develop forestry through science and technology is the driving force; to set up the systems of large-scale management, large-scope circulation and macro-finance is the key point; and to manage forests separately by classification of nori-commercial and commercial forests and differently according to specific regions, with cooperation within forestry sector as the key is the way to the development with bounce and leaps in our country's forestry sector. |
