| 摘 要： | 文章首先讨论信息素养研究的时代背景，提出信息素养的概念，并将信息素养的养成看成是一个连贯性、螺旋上升的过程，是一个生命周期。随后通过对信息素养的生命周期11个阶段的详细描述，分析从“形成获取信息的渴望”到“使用信息解决问题”再到“保存管理有关信息”的整个信息活动流程中需要具有的信息素养，并提出一些相应的措施来提高每一阶段对应的信息素养；最后，对全民的信息素养建设提出了9条建议。

| Abstract: | This paper discusses the background of information literacy research, and gives the concept of information literacy. Information literacy is continued processes which can be seen as a life cycle. The authors analyze the eleven stages of information literacy life cycle which include realize that a need or problem exists that requires information to its satisfactory resolution; knowing how to utilize the information to solve a problem; make a decision or meet a need and knowing how to dispose of information no longer needed, and safeguarding information that should be protected. All these stages need some particular information literacy which should be improved. Finally, the author give nine major recommendations for model strategies, action plans and monitoring mechanisms of information literacy. |
