| 摘 要： | 科技人才面对科技发展的新趋势以及激烈的国际竞争新形势，必须具有创新素质。对科技人才的创新素质即创新思维、探索精神、奋斗精神、创新意识和创新方法进行了分析研究，提出科技人才的创新素质主要依靠教育创新和完善的激励机制等方式来培养。
