基于云平台的科技特派员工作量化考评体系研究

摘    要:在福建省科技特派员工作大数据的基础上,选取2019—2021年科技特派员服务数据进行综合评价、分类考核,一类为考核合格线,考核结果另一类为优秀科技特派员,主要从政策宣传、科技传播、创新创业、带头致富等4个纬度进行评价,并运用熵权法确定各指标权重。研究结果表明所构建的评价指标体系是合理的,同时凸显分类评价的重要性,应该从不同层面对科技特派员进行分类评价。

Research on quantitative evaluation system of science and technology commissioner work based on cloud platform
Abstract:Science and technology commissioner system originated in Fujian, is a major innovation in rural work mechanism, after 20 years of development, has become an important starting point for rural revitalization. How to establish a reasonable evaluation system for science and technology commissioners has important practical significance for the implementation, promotion and management of the science and technology commissioner system. Based on the big data of the work of science and technology commissioners, this study selects the service data of science and technology commissioners from 2019 to 2021 for comprehensive evaluation and classification evaluation. One is the assessment qualification line, and the other is the excellent science and technology commissioners. The latter is constructed from four dimensions: policy publicity, science and technology communication, innovation and entrepreneurship, and taking the lead in getting rich, and uses the entropy weight method to determine the weight of each index. The results show that the evaluation index system is reasonable, and also highlight the importance of classified evaluation. The science and technology correspondents should be classified and evaluated from different levels.
