| 摘 要： | 针对当前研究对共性技术政策认识不足的问题，利用共性技术政策文件结合LDA主题模型挖掘共性技术政策主题，剖析政策干预领域及政策工具，量化政策主题强度，利用主题共现关系，分析共性技术政策组合，从综合性、一致性及均衡性探究政策组合特征。结果表明，共性技术政策已经在多个行业或领域使用，政策工具日益丰富；部分法律文件已经开始强调基础性共性技术研发；共性技术政策相互作用形成两种政策组合，其政策组合目标旨在解决共性技术组织失灵以及鼓励关键共性技术研发，两种政策组合的应用广度不断拓宽，但政策间协同关系不强且发展不均衡，影响共性技术政策组合的支持作用。

Research on policy text quantification and policy combination characteristics of generic technology based on text mining |

| Abstract: | Science and technology innovation policy as an important tool to promote R&D in generic technologies. It is of great significance to deepen the understanding of generic technology policy and improve the policy system by exploring the characteristics of generic technology policy and systematically sorting out generic technology policy. This paper addresses the lack of understanding of the generic technology policy itself in the current research, using generic technology policy documents combined with the LDA topic model to mine generic technology policy themes, dissect policy intervention areas and policy tools, and quantify the intensity of policy themes. The topic co-occurrence relationships are used to analyse generic technology policy portfolio and explore policy portfolio characteristics in terms of comprehensiveness, consistency and balance. The results show that: generic technology policies are already in use in several industries or fields, with an increasing variety of policy tools; some legal documents are already emphasising basic generic technology research and development; generic technology policies interact with each other to form 2 policy combinations, the objectives of which are to address generic technology organizational failures and to encourage R&D of key generic technologies, and the breadth of application of the policy portfolio continues to widen, but the synergy between policies is not strong and the development of policies is uneven, which affects the supporting effect of generic technology policy combinations. |
