| Abstract: | at the end of Qing Dynasty,for the sake of expanding force of BeiYang clique,Yuanshikai carried out a suit of characteristic cadre policy.These thought and point mainly are sending far and wide to invite men of ability;appointing men of understanding the West affairs;pay attention to using men of the Tianjin Way Station ;using both morals and ability as well as chastising men of either disobeying discipline or no ability,etc. |
