| 摘 要： | 以公正为理念依据，以解决社会问题、保证社会成员的基本权利、改进社会环境、增进社会的整体福利为目的的社会政策，在化解社会矛盾冲突、构建和谐社会中，能够发挥独特的作用：社会政策有利于维护和保障弱势群体的权利，促进社会合作；能调整社会利益结构，减少利益冲突，促进阶层和谐；有利于经济发展，为社会和谐提供经济基础；有利于政治发展和政治稳定，为社会和谐提供政治保障。

| Abstract: | Social policies,based on concept of justice and aiming at solving social problems,guaranteeing social members' basic rights,improving social environment and increasing the whole welfare of society,play a very important role in solving social conflicts and constructing society of harmony :They contribute to maintaining and guaranteeing rights of the weak so as to promote social cooperation;To adjusting benefit structure of society to reduce conflicts and to promote harmony of different walks;To boosting the development of economy to provide economical base for social harmony;To development and stabilization of politics to offer political guarantee for social harmony. |
