| 摘 要： | 根据政府机构网站电子政务不同组成部分的特点,分析了信息发布、政务处理和公众参与三个部分对信息传递效果的不同要求,在此基础上建立了基于信息效果的政府机构网站电子政务绩效评价指标体系,并对指标体系的构成及指标间的关系与指标度量进行了解读。

| Abstract: | According to the characteristic of the different components of E-government, the article analyzes the different requirements of information publishing, government processing and public participation. Then the article designs E-government performance evaluation index system based on information effect, and interprets the constitution of the index system , the relations among the indexes and the measure of the indexes. |
