| 摘 要： | 依靠制度建设和制度创新从源头上预防和治理腐败，是解决腐败问题的根本出路。制度体系中的正式约束和非正式约束是相辅相成，不可分割的，二者能否有效相容、协同运作，将决定制度设计的成败。在反腐败斗争中，只有将正式约束和非正式约束有机结合起来，将制度创新和思想道德教育有效地运用到腐败的治理当中，才能达到标本兼治和综合治理的目的。

| Abstract: | Depending on system construction and innovation to guard against and father corruption from the original is a radical way of settling corruption.In the system,the formal and informal restriction are supplementing each other and indivisible.The success and failure of system devising will be decided by the amalgamation and cooperation between the formal and informal restriction.For achieving the anti-corruption's aim of superficial and virtual fathering,we should integrate the formal and informal restriction,manage the system innovation and the education of idea and morality efficiently. |
