| 摘 要： | 通过对陕西省装备制造业发展现状的分析，得出陕西省装备制造业存在军民融合度低、创新能力不足和企业集群数量多但不强等问题。所以应通过降低技术势差、扩大溢出渠道；加强企业集聚和区域协作；攻克核心技术，提高附加值；培养高端人才和研究人员等措施，从宏观政策层面、企业集群、技术进步和人才培养等方面促进陕西省军民融合装备制造业发展。

| Abstract: | Through the analysis of the status development of the equipment manufacturing industry in Shaanxi Province, it comes to the conclusion that there are several problems in manufaeturing industry, such as the low degree of integration, lacking in- novative capacity and the weakness of multi-cluster firms. In order to solve these problems, the paper proposes measures by reducing technical potential difference, expanding overflow channels, strengthening agglomeration and regional cooperation, dominating the core technology, increasing the product＇ s value, and cultivating top talent and researchers, to promote military and civilian integration of equipment manufacturing industry in Shaanxi Province. The specific measures are. |
