| 摘 要： | 党的十七大提出，“要以扩大党内民主带动人民民主”。党内协商民主作为党内民主的一种新的治理形式，对扩大党内民主并带动人民民主具有重要意义。重点阐述党内协商民主的概念内涵；党内协商民主的价值；党内协商民主的现实性；以及促进党内协商民主应该处理好的几个重要关系。

| Abstract: | The 17th Congress of the CPC brought forward "to drive the people democracy by expanding the party democracy ".As a new creative form,deliberative democracy has important significance to expand the democracy of CPC and arouse people democracy.This thesis elaborates the concept value and reality of the CPC deliberative democracy and several important relations which have to be dealt with so as to advance deliberative democracy of the CPC. |
