| 摘 要： | 地方文化作为一种资源，在经济全球化影响下面临强大冲击和破坏，必须采取强有力措施进行保护，只有通过保护、利用、开发地方文化资源，才能实现地方文化的价值。保护地方文化资源要有科学理念和有效保护模式，立法具有普遍拘束力，承担着教育、指向、警示和惩罚功能，是保护地方文化资源的最佳选择。

| Abstract: | Due to the great impact of economy globalization,regional culture resources have to be protected by effect laws and regulations.The values of regional culture resources can be realized by protection,unification and development.The protection of regional culture resources must be done with scientific concepts and effective protection systems.Legislative protection is one of the best choices,which is for all the people and has such functions as educating,directing,warning and punishing. |
