| 摘 要： | 智慧旅游的建设离不开智慧旅游城市的倡导、规划与建设，智慧城市背景下的智慧旅游建设更加符合智慧地球、智慧城市、智慧旅游的建设实际，因此在智慧城市背景下诠释智慧地球、智慧城市、智慧旅游之间的关系，厘清智慧旅游的概念和内涵以及其基本功能显得尤为重要。
