| Abstract: | The 21st century is a knowledge economy and information era. It requires the sci-tech periodicals to be the "window" for exhibiting the scientific and technical development and success. This era, consequently, expects and requires the development of sci-tech periodicals which in turn promotes the further development of science and technology. |
