| 摘 要： | 全球价值链理论是分析产业集群发展的重要理论之一。全球价值链中各个价值环节在形式上虽然可以看作是一个连续的过程，不过在全球化过程中这一完整连续的价值链条实际上是被一段段分开的（片断化），其价值链片断的本地化是形成产业集群的重要基础。包头稀土产业集群作为基于自然资源成长的产业集群，其在区域上集聚的特征往往是全球价值链环节（片段）本地化的一种表现。同时由于资源型产业集群对资源的依赖，通常资源型产业集群的本地化往往靠近产业价值链的前端。
