| 摘 要： | 宪法惯例是宪法制度的重要组成部分,在各国宪政实践中起着重要的作用,它因符合宪政精神、实际操作需要及某些优良政治传统而被公众接受和认可,成为重要的不成文宪法规范,主要起着补充和完善成文宪法的作用。在建设有中国特色社会主义民主政治过程中,研究和发展社会主义宪法惯例能促进宪政实践,及时适应时代变化,丰富和发展宪政内容,完善宪政运作机制,培育民众的宪政精神,对实现真正的中国宪政有着重大意义和深远影响。

| Abstract: | The constitution convention is the constitution system＇s important component,is playing the vital role in various countries＇ constitutional government practice,because it conforms to the constitutional government energetic,the actual operation to need and certain fine political tradition is accepted by the public and approves,becomes the important not unwritten constitution standard,mainly plays is supplementing and the consummation written constitution role.In the construction has in the Chinese characteristic socialist democratic politics process,the research and the development socialism constitution convention can promote the constitutional government practice prompt adaptation time change development,rich and development constitutional government content,perfect constitutional government operation mechanism,cultivates the populace the constitutional government spirit,to realizes the genuine Chinese constitutional government to have the great significance and the profound influence. |
