| 摘 要： | 人口老龄化是新世纪的热点问题,和谐是面对和解决这一问题的中流砥柱。针对存在的问题,提出中国老龄化的速度和水平要与经济社会发展水平和进程相适应,要以为老人谋福利为出发,要提高老人的积极性和创造性。另外,发挥离退休老干部的先锋作用,具有一定的理论价值与现实意义,也为新时期的离退休管理工作提供一定参考。

| Abstract: | Aging society is now a hot issue in the new century and harmony is the key to tackling the problem. In the face of the existing problems, this paper puts forward the idea of adapting China＇s aging rate and level to the process of its economic and social development for the purpose of improving the welfare of the elderly and enhancing the enthusiasm and creativity of the elderly. What＇s more, it is of theoretical value and practical significance to bring the vanguard role of retired veteran cadres into full play. Therefore, some references may be provided for our managing work of the retired cadres in the new century. |
