发达国家终身学习进展、特点及其启示

摘    要:发达国家终身学习体系的建立得益于完善的立法、有序的运行机制、多渠道的经费筹措机制、现代教育技术的广泛应用。其对我国终身学习体系建立的启示在于:以专项立法的形式规范和促进全民终身学习行为;建立政府和市场相结合的运行机制;建立政府、企业、个人共同分担经费的机制;构建覆盖全国城乡的开放性现代远程教育网络,实现个人和社会的和谐发展。

Abstract:The construction of life-long learning system in developed Countries depend on their perfect legislation,sequent operational mechanism,multi-approach finance raising mechanism and extensive application of modern educational technology.Their revelations to the construction of life-long learning system in China are: regulating and fostering civil life-long learning activity by the mode of special legislation;building the operational mechanism of combination of government with market;constructing the mechanism of contributing fund by government,enterprise and individual;building open and modern distance education network covering the whole Country to achieve harmonious development of individual and society.
