| 摘 要： | 法律事后惩戒不能弥补受害人所有损失。法律具有降低违法违规案件发生率、增强人们的社会归属感和安全感功能。发挥法律的预防功能，要增加立法、司法、执法过程中的人性化举措，提高广大民众法律教育的层次和水平，提高广大民众法律积极性与法律调整效率。

| Abstract: | Legal punishment after the fact can not make up for all the loss of the victims.Laws have the function of reducing the rate of illegal cases,and enhancing people's sense of belonging and security.To bring laws into play,we must enhance the humanistic measures in the process of the legislative,judicial,and law enforcement,raising the level and standard of the legal education of the public;improve the positive enthusiasm of law of the large masses of the people and the efficiency of law adjustment. |
