摘    要:随着终身学习理念和实践的发展,中国的开放大学正面临着新的使命,以满足人民群众多样化、个性化的学习需要,支持灵活开放的终身教育体系的构建.其任务之一就是推进“学分银行”建设,建立学习成果的互认和学分的累积、转换制度.对国内外终身学习成果的认定与衔接,学分银行在终身学习成果认定方面的尝试是对构建开放灵活的终身学习体系的实践与探索,有利于推进学历教育之间、学历教育与非学历教育之间的沟通,有利于强化教育资源的合理配置和使用效率,满足学习者多元化的学习需求,提高教育的公益性和普惠性,促进教育公平.

Abstract:With the philosophy and practice of lifelong learning, China' s Open University is facing a new mission that meets diverse and individualized learning needs of people and supports the construction of a flexible and open lifelong learning system. One of its tasks is to promote the "Credit Bank" construction and to establish mutual recognition of learning outcomes and a credit accumulation and conversion system. The identification and cohesion of the lifelong learning outcomes at home and abroad, especially the practice and research of the credit bank, give inspiration that the attempt of "Credit Bank" in terms of lifelong learning outcome identification is the practice and exploration of building an open and flexible system of the lifelong learning and helps promote the communication between academic educations and the communication between academic and non-academic educations, help strengthen the rational allocation and service efficiency of educational resources so to meet the diverse learning needs of learners, improve public welfare and universality of education and to promote educational equity.
