| 摘 要： | 2013年以来的雾霾天气引发了社会对我国油品质量的关注。在这种形势下，我国石油企业必须加强企业质量文化建设，推动油品质量升级。石油企业质量文化建设需要从强化以质量为中心的价值理念、建立质量管理的制度、加强质量管理的过程控制、树立企业的良好形象这四个方面进行。另外，我国石油企业质量文化建设还需要推出一系列保障措施，包括不断完善企业质量文化建设的组织结构、重视企业内部员工管理、实施管理和技术创新以及加强外部监督。

| Abstract: | Haze weather has sparked concerns about China’s petroleum product quality since 2013 ,in this situation ,China’s petroleum enterprises must strengthen enterprise quality culture construction ,realize the oil product quality upgrading .Under haze weather ,strengthening oil enterprise quality culture construction is not only a necessary measure to improve the quality of oil products ,but also an inevitable choice of developing low carbon economy in our country so as to improve the competitive power of petroleum enterprises in China and set up good enterprise image .Petroleum enterprise quality culture construction needs to be done from four aspects ：to strengthen the quality value concept;to set up a quality management system ;strengthen the management of quality process control ;to establish a good image of the enterprise .Petroleum enterprise quality culture construction in China also needs to constantly improve the organizational structure of enterprise quality culture construction ,attach great importance to the enterprise internal staff management ,implementation ,management and technological innovation ,and strengthen external supervision . |
