| 摘 要： | 农地金融制度的欠缺,业已构成农业投资及农业资源优化配置的“瓶颈”约束,并且对农地产权制度的创新和农业结构战略性调整产生影响。本文以农地金融制度构建为核心,就农地金融制度构建的外在动因、功能、目标、方案及支持体系做了初步探讨,并指出农地金融制度的构建是保证集体土地产权主体享有完全所有权的必要条件,同时对建立有效率的农地产权制度和加快农业发展均具有重要的现实意义。

| Abstract: | The shortage of farmland finance system has been a serious bottleneck to agriculture investment and reasonable distribution of agriculture resources,and has affected the creation of farmland property right and strategic adjustment of agriculture structure.The paper takes the establishment of farmland finance system as its core,analyses the external force,function,target,scheme and supporting system of the establishment of farmland finance system,and points out that it is the essential condition to ensure the property right's owner of collective land to share the complete ownership right,and is significant to setting up the effective farmland property right system and enhancing the agricultural development. |
