| 摘 要： | 公海捕鱼的相关国际法原则先后经历了三个历史发展阶段，1982年签署的《海洋法公约》对管理和养护海洋渔业资源做出了重要的、结构性的调整，对公海捕鱼制度产生了深远影响。1995年8月通过的《鱼类种群协定》是《海洋法公约》的一个重要发展，它对海洋生物资源，特别是公海渔业资源的养护与管理以及国际渔业合作将产生重要的影响。

| Abstract: | International law related to fishing in high seas experienced three stages. UNCLOS signed in 1982 made important and structural adjustment to managing and protecting the marine fishery resources and it produced a profound influence on the system of fishing in high seas. Fish Population Agreement passed in August of 1995 is an important devel- opment of UNCLOS, which will produce an important influence on the marine biological resources, especially on the management and protection of high seas fishery resources and international fishery cooperation. |
