基于网络DEA的科技金融相对效率评价研究

摘    要:考虑到科技金融投入产出过程是由科技成果研发和转化两个阶段构成,本文构建网络DEA模型分别评价阶段效率和综合效率。基于中国2009-2017年30个省市科技金融投入产出数据,分别从省级层次以及东中西部地区科技金融效率进行分析比较。研究发现,各省域间科技金融效率差距明显,大多数省份表现出阶段效率双重低效;整体来看,研发阶段效率高于转化阶段效率;东部地区各阶段效率以及综合效率高于中西部地区,西部地区研发效率高于中部地区,转化效率低于中部地区。

Relative Efficiency Evaluation of Science and Technology Finance Based on Network DEA
Abstract:Considering that the science and technology finance input and output process is composed of two stages of research and development and transformation , this paper constructs a network data envelopment analysis (DEA) method to evaluate the stage efficiency and comprehensive efficiency. Based on the data of China''s science and technology finance input and output in 30 provinces and cities in 2009-2017, the paper analyzes and compares the efficiency of science and technology finance from the provincial level and the eastern, central and western regions. The study found that the gaps in science and technology finance efficiency between provinces are obvious, and most provinces show double inefficiency in stage efficiency;the efficiency of the research and development stage is higher than that of the conversion stage; the efficiency and overall efficiency of each stage in the eastern region are higher than those in the central and western regions. The research and development efficiency of the western region is higher than that of the central region, and the conversion efficiency is lower than that of the central region.
