| 摘 要： | 本文以保障"城中村"主要社会群体--低收入外来人口的居住权为研究出发点,在分析已有"城中村"改造模式的缺陷后,提出政府不直接联合市场,而是"政府+社区",然后"社区寻求市场"的改造模式,并进行路径设计.该模式的特点是不需要政府提供不可负担的改造资金,但又能最大限度地保证社会公平,是一种能够自我运行的可持续模式.
