| 摘 要： | 自由是人的基本权利，也是人类的价值理想和目标，而自由的权利只有以制度的形式才能得到真正的体现和保证。因而，通过完善各种制度建设，并立足于人的自由权利这一核心价值，才能真正实现人的自由和全面发展。

| Abstract: | Freedom is basic right, which at the same time is value ideality and target for human beings. However, the right of freedom can only be embodied and ensured through the tool of institution. Therefore, people's freedom and full-scale development can only be realized by perfecting all kinds of institution construction while is based upon the core value of freedom right. |
