| Abstract: | This paper briefly summarizes the core value of science fund culture and its fundamental characteristics. Based on objective analysis of science fund's promotion for scientific research in higher education institution,it puts forward to enhance connotation development in advanced education,developing the culture and managerial approach of science fund and innovating research administrative mechanism. |
