| 摘 要： | 抚仙湖-星云湖生态建设与旅游改革发展综合试验区现有规划中关于旅游功能分区的主要发展思路对于试验区建设的指导作用有限，而且旅游项目建设混乱、雷同。为了更好地推进抚仙湖-星云湖流域内的旅游产业发展，调整和优化功能分区，解决规划中出现的问题也就势在必行。为此应该从旅游区划、项目筛选和产品体系建设三个方面着手，通过合理划定功能分区、优化旅游产业布局、科学筛选拟建和储备建设项目、强化项目监督和服务、积极引导社会资本进入中低端旅游产品领域等措施，进一步实现试验区内旅游产业要素在空间上的合理配置。
