| 摘 要： | 针对多层级信息资源处理和应用不能同时满足不同层级需求的难题，提出了一种按照固定、开放和本地化的方式，基于强制性、指导性、建议性三个级别开展信息标准制定的方法，将有效解决信息标准建立和推广应用的问题，满足多层级应用需求．

| Abstract: | Multi-level information resources processing faces the problem of how to satisfiy different levels of demands at the same time. A new method of decentralization according to fixed, open and localized level is proposed in this paper, and the setting of information standard is based on compulsion, guidance and advice. This method meets the demand of processing and makes application and dissemination of the standard for information more effective. |
