| Abstract: | In the democratic administration perspective, through analyzing the adjustment of relationships between government and administrative environment in the new public management movement, this article consider that the new public management pursue administrative efficiency, meanwhile, it also contains concern about the democratic value such as the decentralization, the participation and the response etc. |
