| 摘 要： | 30年前中国建设＂世界工厂＂生产积累,30年后中国着眼消费改善民生。《国务院关于加快发展旅游业的意见》明确将制定国民旅游休闲纲要,推动国民旅游休闲发展,其实质是一项提升大众健康水平和文化修养的健康工程,是一项调节财富分配、培育先进文化、缓解社会矛盾、提升全民幸福感的幸福和谐工程,是一项多层次、成规模、多样化增加社会就业的就业民生工程,是一项促进居民最终消费、带动服务业发展的国民消费工程,是一项保障劳动者休息权益、提高国家和国民美誉度的国家形象工程。 |
