| 摘 要： | 在各级各类高校制定本校信息公开制度时,正确处理信息公开与保密间的关系成为着力解决的重点和难点问题。国外有关高校信息公开政策法规对此都有较为明确合理的界定。我们在处理两者关系时应当坚持以公开为原则、保密为例外,协调高校信息公开与保密的逻辑关系,明确细化高校信息公开及保密的范围。

| Abstract: | When formulating the school information system in universities of all types and levels,Correctly handle the relationship between information disclosure and confidentiality become the key and difficult point for solving problems.Related foreign information disclosure policies and regulations in universities have relatively strict and reasonable definition of this.When dealt with the relationship between the two should insist on the principle of public and confidential as the exception,coordinate the logical relationship of information disclosure and confidentiality,and define the refinement of university information disclosure and confidentiality. |
