| 摘 要： | 依据产业梯度转移理论，我国的东中西部地区存在着产业梯度，东部的产业先转移到中部再转移到西部。而东部迫切需要通过实施产业转移来腾出发展空间。以求得到进一步的发展。为此，东部要在向中部实施产业转移的同时．实施向西部转移产业。而因为产业梯度的原因，东部向西部产业转移宜实施“空降战略”，即东部的产业转移可越过中部．直达西部地区的重点城市、重点地区。实施“空降战略”是一个系统工程，需要准确把握战略目标，慎重选择战略路径．构建科学合理的战略机制。

| Abstract: | There exist certain industrial gradients among East China, Mid China and West China, thus, according to the industry gradient transfer theory. The industry of East China is firstly being transferred to mid region before finally being transferred to West China. East China should urgently make room for further development by implementing the industrial transferring. Therefore, the industry of East China is being transferred to mid region and being transferred to West China at the same time. Because of the industrial gradients,＂Airborne Strategy＂ should be adopted in the industrial transferring from East China to West China. That is to say, the industrial transferring of East China can stride across mid region and reaches the key cities and districts in West China. To implement the ＂airborne strategy＂ is a systematic project. It requires holding to the strategy objective correctly, selecting development approach and strategy cautiously and making a strategic mechanism scientifically and reasonably. |
