| 摘 要： | 广东省"简政强镇"改革的推展,对乡镇用权方式和行权能力带来了全新的挑战。作为"简政强镇"改革的先行地,广东省乡镇权力规制驱动力可归因于乡镇权力扩大,权力的直接性、终端性和利益性凸显,乡镇内部依法行政与高效行政的困境以及扩权后的乡镇权力运行监督机制缺失等因素。为此,广东省积极探索建立绩效管理考评综合平台、组建公共决策和事务咨询委员会、推行参与式财政预算改革等乡镇权力规制创新路径,为基层政府的改革实践提供了有益的启示。

| Abstract: | Questions on how to use power properly and exert power effectively are challenging the reforming towns, with the implementation and development of the administrative reform entitled ＂Streamlining Administration to Strengthen the dynamics of the Township＂. As a pioneer of this reform, Guangdong Province ascribes its current policies of power regulation to certain factors： expansion of town＇s authorities, interior discrepancies between law-based administration and efficient administration and lack of supervisory mechanism of the exercise of power. Furthermore, these governments have actively moved forward and initiated a new series of approaches, which has brought great inspirations. |
