| 摘 要： | 基于市场的区域创新成为区域发展的关键，正视区域差距，倡导区域创新，是西部赶超东部，乃至提高我国国际竞争力的一条非常有效的途径。据此，探讨西部建立和完善区域创新系统的必要性，存在问题，进而提出一些促进措施。

| Abstract: | Regarding the situation of resource leadership economy moving to innovation leadership economy,development of regional innovation based on mavket becomes pivotal for regional development. Using regional disparity and advocating innovation is effective way for western to surpass eastern. It has studied questions and necessity to consummate western regional innovation system,then puts forward some proposals to stimulate this work. |
