| 摘 要： | 教育公平是构建和谐社会的时代诉求,而政府主体在教育政策中所起的作用是影响教育公平的主要因素.分析城乡教育政策落实的偏差,从政府公共职责缺失、教育政策的民主性有待加强、教育法制存在的问题三个角度剖析当前政府决策机制在城乡二元结构下对教育不公造成的影响.

| Abstract: | Education fairness is the demand of today′s era of harmonious society while the government′s main policy in the role of education is the main factor affecting educational equity.Based on social hot issues,this paper discusses the effect of decision making mechanism of the present governments on unfair education from three aspects including public responsibility absence of the government,weak reinforcement of educational policy democracy,and existing problems in the educational legalization. |
