| 摘 要： | 民族基础教育政策不仅是国家意志在民族基础教育中的体现,而且在很大程度上也影响了民族基础教育的发展。民族基础教育政策在目的上是为了提升民族基础教育质量,在导向上是要处理好效率与公平的关系,政策制定与执行过程是民族性与文化性的统一。

| Abstract: | Policies for ethnic elementary education not only reflect the national will in ethnic elementary education,but also greatly influence the development of ethnic elementary education.These polities aim at uplifting the quality of ethnic elementary education.In orientation the relation between efficiency and equality should be well handled and in the process of making and implementing policies uniformity of ethnicity and culture should be adhered to. |
