| 摘 要： | 客观、科学、有效、定量地评价水利科技创新的绩效,对于水利领域各主体在同行业竞争中科学地认识自身的科技创新实力,采取适当的科技创新战略,提高自身的竞争优势,获取最佳的经济效益和社会效益具有特别重要的现实意义。本文根据系统优化、科学性、可比性和可操作性的原则建立水利科技创新绩效评价指标体系,以有利于我国水利科技创新活动的全面开展。
