| 摘 要： | 省域义务教育均衡发展是指在省级行政区域内,义务教育的软、硬件办学条件及教育经费投入实现相对均衡,并在此基础上,实现义务教育教学质量的高标准、均衡化,在省域内的地区之间、城乡之间、校际之间,初步实现公民受教育权利的平等和公平。针对制约省域义务教育均衡发展的经济、政策、制度和管理等因素,推进省域义务教育均衡发展的基本对策包括:一、明确各级政府在推进区域义务教育均衡发展中的责任;二、建立科学的财政转移支付制度;三、推进中小学标准化建设,以标准化促进均衡化;四、在省域范围内统一教师工资标准;五、建立城区教师定期流动长效机制,加强农村教师的培训工作,均衡配置教师资源;六、加快农村九年一贯制学校建设步伐,整合教育资源,提高农村教育质量;七、加快教育信息化建设步伐,用现代信息技术带动义务教育均衡发展;八、加强督导评估,建立健全义务教育均衡发展的监测制度。

| Abstract: | The balanced development of provincial compulsory education refers to the balanced condition between all kinds of conditions and facilities that education needs and education investment.Based on this,the high quality and balanced development of the compulsory education can be realised.Thus,the equality of education rights can be fulfilled within regions,cities and universities.Faced with obstacles limiting the development of provincial compulsory education including economic elements,policies,systems and management,we have noticed that there are countermeasures promoting provincial compulsory educaiton as follows: 1.We should make sure the responsibilities that government at all levels should take.2.We should establish the scientific financial transfering system.3.We should standardise the secondary education development and push it into balanced development.4.A standardised teacher's salary system should be establised.5.We should establish a long-term and effective system for exchanging teaching staff and enhance countryside teachers' in-service training to achieve the balanced allocation of teaching staff.6.We should speed up the development of nine-year secondary school education through eduaction resources to improve countryside education quality.7.We should also speed up the development of education information technology to enhance the balanced development of compulsory education.8.Supervision and evaluation should be enhanced as well in order to establish the monitoring system of the balanced education development. |
