| 摘 要： | 冷战的结束并没有化解朝美之间的不信任，加上美国对于无核化的强调，导致了二十世纪九十年代第一次朝核危机的爆发。随着朝鲜宣布退出《不扩散核武器条约》，第一次朝核危机达到了高潮。在有关国家的克制态度和积极行动下，朝关双方签署了《核框架协议》，从而为第一次朝核危机画上了句号。第一次朝核危机的爆发说明，冷战时期长期保持的半岛均衡均势已被打破，美国的无核化主张与朝鲜强调自身安全的主张之间存在着巨大的矛盾。而第一次朝核危机的终结则说明，朝美双方的矛盾尚不足以压倒各当事国对于维持半岛局势稳定的共同需要。多方共同努力促成和平解决，是化解朝核问题的可行之策。
