高等学校人事争议产生的原因与对策

摘    要:高等学校人事争议是高等学校与其编制内聘用的教职员工之间由于辞职、辞退及履行聘用合同所发生的人事争议.随着高等学校人事制度改革的深入,近些年来高等学校人事争议频发,影响了高等学校的和谐稳定.高等学校人事争议产生的原因有各种,如人事管理不合法、不公平和不规范,教职员工不守法、不诚信等.高等学校必须推进人事制度改革,注意效率与公平的结合;增强依法治校理念,依法依章进行人事管理;完善聘用合同制,规范聘用合同内容等,以避免和预防人事争议的产生.

Abstract:Personnel disputes in colleges and universities are those disputes caused by resignation,dismissal,and fulfillment of the employment contract between colleges and universities with their faculty and staff.In recent years,with the depth of college personnel system reform,personnel disputes occur more frequently,affecting the harmony and stability of colleges and universities.The reasons for the occurrence of personnel disputes include illegal,unfair and irregular personnel management,faculty members′ bad faith and not abiding by the law,etc.To promote the reform of personnel system,the following should be noted: to combine efficiency and fairness,to enhance the idea of running the colleges and universities in accordance to the laws and regulations,and to improve the contracted employment and the standardized employment contract.And targeted solutions should be taken to avoid and prevent the generation of university personnel disputes.
