| 摘 要： | 浙江、广东两省民办教育的良好发展,为两省经济社会的发展和教育本身的改革与发展做出了历史性贡献,也积累了重要的经验。同时,实践中也还存在着合理回报的政策及民办教育的税收、民办学校的产权不明晰、教育虚假广告的发布得不到有效制止等民办教育发展的共性问题。为此,我们提出把民办教育纳入政府教育事业发展的总体规划;明确民办教育的发展重点,制定配套政策措施;依法管理,为民办教育营造公平竞争的环境;加大对民办教育的扶持力度;营造环境,形成有利于民办教育发展的社会氛围等对策建议。

| Abstract: | The good development of private education in Zhe Jiang and Guang Dong provinces contributed a lot to economic development as well as education revolution and development in these two provinces.However,there are also existing many problems.Therefore,we have the following suggestions,we should absorb private education into overall plan of government education development;clarified key point of private education development and map out related policy;management under the law,having a fair competition environment for private education;etc. |
