| 摘 要： | 科学发展观是大众化阶段的中国高等教育必须树立的新思想和新理念。我国高等教育的改革和发展必须坚持以人为本的质量观,坚持体制创新,以民主决策为基础,突出办学特色,遵循规模、质量、结构、效益协调发展,只有这样才能保持高等教育健康、全面发展。
